I have seen R with a value as a basic dimension. Can this be done and if so, when should this be used?
My understanding of basic dimensions is that they are used for location: true position or datum targets.

A BASIC radius is acceptable when used to define the "true profile" of a surface and used in conjunction with a PROFILE control. See ASME Y14.5-2009, Section 8.2.
